What is a Building Completion Certificate? Is it Mandatory?

Bangalore: The completion certificate of any building work is evidence that work is as per norms of Building Rules. It is one of the best practices, being safe and free from legal hassle.

All certified builders are required to adhere to the guidelines of the Karnataka and Planning Act (1961) and the Bangalore Development Authority Act (1976). The possession of the completion certificate and the mandatory no objection certificate is a proof of approval issued by the local development and municipal authorities for any building in Karnataka.

Building Completion Certificate Details:

The Completion Certificate should include a detailed blueprint, which compromise the identification and classification of land, the site location, adaption of all standards of safety norms and rules, road distance, distance of an adjacent building, height, FSI, fire safety and water harvesting and norms set by the Municipal authorities. To ensure that the building rules are not violated in the locality, the completion certificate is the evidence. It is compulsory as per The Apartment Ownership Acts, mostly in all states to acquire a completion certificate, having the Completion Certificate makes it easy to take advantage of basic facilities like water and electricity.

As the right practice, it is mandatory that the purchaser acquires the copy of the completion certificate from the builder or developer.

How Will a Builder get a Completion Certificate?

The completion of the project will require the inspection by the office in charge of the local authority. The scrutiny done based on the plan and report submitted by the developer. The completion certificate issued to the builder adhering to all specified norms. This makes way for the builder to apply again along with completion copy to acquire amenities like water connection, electricity and other services needed for the project.

Provisional Certificate and the Final Certificate:

The developer can apply for provisional or temporary completion certificate in case of pending work completed like construction of amenities, like the clubhouse and painting. The validity is for an approximate period of six months letting the developer to apply for the completion certificate.

Why Is It Important To Have a Completion Certificate?

It’s a legal mandatory proof that the builder has not violated the building norms and regulation from the ratio limits of floor area, maintenance of structural design, distance from the road, compromise on the quality of construction, height and number of floors as per the planned submitted and approved. To avail of the basic amenities like water and electricity the completion certificate is most important. Another important thing is to remember that rate of water is renewed from non-domestic to domestic only on getting a completion certificate.
